Abstract
The objective of this internship report is to compare the impact that the public policies of
MSMEs in Colombia and Panama have on the development of logistics services to the ports
of Cartagena and Balboa.
To meet this objective, we use documentary review and participant observation as a research
methodology. The first method is assumed from the position of (Rocio, A. 2011) According
to this author, documentary review is a research technique where written information is
collected on a certain topic, with the aim of providing elements that allow reaching
conclusions or analysis specific from the information found and related to the established
topic. On the other hand, the participant observation was carried out in the internship carried
out by the Esumer University Institution from November 13 to 17, 2019.
Thanks to the research carried out for the development of this report, we were able to identify
that effectively the public policies developed and implemented by the two states in question
affect the constitution of small and medium-sized companies that orient their commercial
activity to the provision of logistics services for ports of Cartagena and Balboa. Conclusion
that we were able to reach thanks to the comparison of public policies, the observation of the
behavior of MSMEs in the territories and the review of supra-state documents that offer a
referential framework, which allow identifying the positive or negative impact of public
policies
